The simple answer is electricity creates energy inside the glass tube which causes the neon gas atoms to shed electrons becoming positively charged. Atoms, ions, and electrons bounce around inside the glass tube increasing their energy. Eventually, a photon is released when excited electrons are absorbed back into the atom. A photon is a particle of light - and this is how neon glows!
